Position Description – Executive Director

Program Description:
The Wisconsin Trust Account Foundation (WisTAF) is dedicated to equal access to the civil justice system, overseeing and implementing various grant programs in Wisconsin devoted to the provision of direct civil legal assistance to persons who are at or below 125% of the poverty line. WisTAF is a non-profit corporation established in accordance with Wisconsin Supreme Court rules, which is overseen by an independent board of directors and operates in cooperation with both the Wisconsin Supreme Court and the State Bar of Wisconsin. WisTAF’s primary grant programs are funded by interest on lawyers’ trust accounts (IOLTA) and annual contributions by Wisconsin lawyers and judges. Approximately $1 million in grants under this program were awarded in 2017. In addition, WisTAF administers the State of Wisconsin’s $500,000 annual Domestic Violence & Sexual Abuse (DVSA) Grants Program for direct civil legal services to victims of domestic violence and sexual abuse, as well as overseeing other court-authorized funds including the Bank of America $5.9 million settlement relating to mortgage foreclosure issues.
Position Description:
We are looking for an analytically skilled, organized leader who also possesses the creativity to adapt to an expanding demand for civil legal services for low-income persons. The executive director is responsible for all details of WisTAF’s operation, reporting directly to the board of directors. In addition, we seek an executive director who thinks strategically, including when serving as liaison to diverse groups and interests such as the Wisconsin Supreme Court, State Bar of Wisconsin, the Wisconsin Department of Children and Families, the Wisconsin Access to Justice Commission, IOLTA participating financial institutions, grantees, and other public service agencies.

A. Major Duties/Responsibilities
1. Ensures the fiscal integrity of the Foundation’s grant programs, as well as WisTAF as a whole;
2. Supervises the collection of IOLTA and other revenues and payment of approved grants and expenses;
3. Develops financial institution comparable interest compliance procedures; ensures compliance; and negotiates interest rate terms as needed in accordance with Supreme Court Rules;
4. Works closely with IOLTA participating financial institutions, the State Bar of Wisconsin, the Wisconsin Department of Children and Families, the Wisconsin Access to Justice Commission and the grant recipient community to carry out all programs;
5. Oversees the review and summarization of grant applications, and recommendations to the board; 
6. Recommends policies and priorities to the board, and implement the board’s directives;
7. Acquires and maintains a thorough knowledge of issues affecting the grant recipient community, including the establishment of effective systems for the delivery of high-quality legal services to Wisconsin’s low-income population;
8. Maintains financial and other records; proposes and carries out an annual budget; and coordinates the annual audit;
9. Hires, supervises and evaluates staff.

B. Required Job Skills and Qualifications
1. Bachelor’s degree;
2. Demonstrated successful management and supervisory experience with some level of financial responsibility;
3. Excellent verbal, writing and analytical ability;
4. Knowledge of banking, financial statement analysis, budgeting, accounting and bookkeeping procedures;
5. Familiarity with database management, computers and related technology;
6. Very organized and detailed-oriented, with the ability to work on strict deadlines;
7. Ability to work with diverse groups of individuals and build and sustain partnerships and collaborations.

C. Other Desired Skills/Experience
1. Grant management experience;
2. Experience and/or knowledge of the legal system;
3. Experience and/or knowledge of delivery of legal services to underserved persons;

Location: Madison, Wisconsin
Starting Salary Range: $85,000-105,000, based on experience.
